I. Investors' qualifications required
(I) Foreign investors
Any foreign investor shall be a legal institution independently incorporated in its country and engaged in goods inspection and authentication for over 3 years.
(II) Chinese investors
The Chinese investor or at least one of the Chinese investors shall be a third-party independent institution engaged in goods inspection and authentication for over 3 years.
II. Documents required
(I) An applicant shall submit the following documents to Shanghai Entry-Exit Inspection and Quarantine Bureau:
1. Application documents on establishment of a foreign-funded import & export goods inspection and authentication institution;
2. Institution Name Pre-approval Notice issued by the industrial and commercial administration authority;
3. Feasibility Study Report signed by the investors;
4. Materials on testing conditions and technical capacity;
5. Quality management documents;
6. Certificates of the use right or ownership of the domicile/work place and testing point;
7. Certificates of local governments or relevant authorities on provision of inspection and authentication services by the investors for over 3 years in their countries;
8. the investors' credit certificates and their legal representatives' identity certificates (photocopy);
9. Qualification certificates of the inspection and authentication professionals (photocopy);
10. Other documents required by laws and administrative regulations.
(II) An applicant shall submit the following documents to Shanghai Foreign Investment Commission:
1. the approval documents for the establishment of a foreign-funded import & export goods inspection and authentication institution;
2. the project proposal, feasibility study report, contract and articles of association signed by the investors on application for the establishment of a foreign-funded import & export goods inspection and authentication institution;
3. the investors' credit certificates, certificates of incorporation (photocopy), and their legal representatives' identity certificates (photocopy);
4. the foreign-funded import & export goods inspection and authentication institution name pre-approval notice issued by the industrial and commercial administration authority;
5. the roster and appointment letters of the institution's board members
6. Other documents required by laws and regulations.
